The current answer
As of September 1, the WARDOGS Closed Beta is over. A separate Firing Range and backend stress test is announced for September 2 at 17:00 UTC, with only a possible handful of match servers and no promise. That session is not a new open beta. Steam Request Access still does not guarantee entry.

Current answer
The Closed Beta ended; September 2 is a limited backend session
BULKHEAD's August 24 recap says the Closed Beta weekend was over. The live Steam page can still display Playtest registration, but Steam's standard wording only promises a notification if the developer needs more participants.
A September 2 Firing Range/backend session is now announced to test the login queue. The official wording allows for a handful of evening servers but promises none, so this page does not relabel it as an open beta or guarantee which accounts can enter.
Do not buy the game today on the assumption that it unlocks a past Beta or guarantees the new engineering test. The pre-order access promise applied to the August 21–23 test window described in the original announcement.

Historical access rules
Pre-orders and random Playtest invitations were different paths
For the August Closed Beta, the official announcement said pre-orders received guaranteed access. Players who did not pre-order could request access through Steam, where a limited number of participants were selected.
Those rules describe a completed event. A future test would need its own dates and access terms before this page treats it as open.
